Fighting Delays, Building Faster Act, 2025 (Bill 60)

 Legislation introduced October 23, 2025

Building Homes & Communities

  • Bill 60 complements previous reforms (Bill 17) with tangible actions to reduce costs and improve consistency in how housing projects move through the system.
  • It calls for a full Building Code review to cut unnecessary regulation while maintaining safety and quality.
  • Development Charges (DCs) will be further standardized through new legislative and regulatory amendments to prevent inflated costs, reduce disputes, and improve transparency.
  • Digital planning transformation that includes feasibility work on AI and data-tracking tools will make local approvals more efficient and predictable.
  • We look forward to the implementation of the Peel Region water and wastewater public corporation model for Mississauga, Brampton, and Caledon, and how it will ensure local infrastructure keeps pace with housing growth so other municipalities may consider this model in the future.
  • Green development standards and green roof requirements that add cost or inconsistency are being phased out, creating alignment across municipalities.
  • As-of-Right Minor Variances and expanded ministerial planning authority will eliminate unnecessary local approvals and advance provincial housing priorities more quickly.
  • Environmental and excess soil reforms will make land reuse and brownfield conversions more practical and less costly.

Fighting Delays at the Landlord and Tenant Board

  • Bill 60 invests in expanded adjudicator capacity, new digital case-management systems, and process simplification to reduce backlogs.
  • Faster, fairer decisions will encourage investment in rental housing and improve confidence in the system.
  • New service standards and transparency requirements will hold the tribunal accountable for results.

Keeping People Moving

  • Infrastructure delivery is central to housing success — the Act accelerates transit and highway approvals and strengthens coordination between utilities, builders, and municipalities.
  • Transit-oriented communities will be better integrated into land-use planning, supporting density and accessibility.
  • Municipal-provincial partnership frameworks will streamline project delivery and funding arrangements.
  • Traffic safety and corridor investments will focus on infrastructure that directly unlocks housing supply.
